Team Fortress 2 (tf2) isnt working on my graphics card?

Well theres colors everywhere and the characters and guns arent showing up. So i was wondering if there was a way to play at the lowest qualities or w/e without having to get a new graphics card. P.s i already put the graphics at their lowest on the game and i tried tweaking it but neither helped.
